Scroll in chapter list issue

It's smooth to scroll down (example from 0-100) It's too rough to scroll up (from 100 to 1) This happened every time , My estimated guess is scroll sensitive needs to be adjusted

Notice how trying to scroll up instead closes the menu. If that's not what this issue describes but a separate problem then you should probably try to elaborate a bit more as I don't understand.
