Add link to article about "restructuring declarations" in task description.

Hi! Your commit shows that no one probably uses my nice docN links. :(

Do you use IntelliJ IDEA? You can put the cursor on the doc30() argument, press F1 and in See Also you find the link that you can directly navigate to.

I've added the description to the readme file as well (not sure it helps, but anyway). Before it was only mentioned in the introduction to the first task.
