This PR is mainly needed to remove some unused parts of the code base:

gradle/node-js.gradle - was used in the removed module
gradle/publish-npm-js.gradle - was used in the removed module
Since Koltin 1.9.20 multiplatform is stable, using project.ext.ideaActive is no longer necessary.
