Decide what to do with deprecated time zones #425

On Windows, we pretend they don't exist: https://github.com/Kotlin/kotlinx-datetime/pull/390#discussion_r1689191192
On JVM, JS, Linux, and Darwin, we treat them just as we would any time zone: we add them to the list of the available time zones, and we allow creating them.

We need to uniformly decide what we want to do with these time zones.
