Bottom Hide comments link in diff view doesn't toggle

What steps will reproduce the problem?
1. Open a changeset in diff view
2. Click Hide Comments (The link toggles to Show Comments)

What is the expected output? What do you see instead?
The expected output is that the Hide Comments link at the bottom of the
view is changed to "Show Comments" and works like the link at the top of
the diff view.

What version of the product are you using? On what operating system?
I was using the released version on codereview.appspot.com
