I just updated octoprint on my raspberry pi to 1.9.0, and in google chrome on my fedora linux box, opening octoprint on the pi and going directly to the pretty gcode view, I get no webcam.
If, on the other hand, I open octoprint, go to the "Control" page, and wait for the webcam to load and show the view, I can then go to the pretty gcode view and the camera will show up.
Obviously the work around is to always go to the control view first, but it would be nice if pretty gcode could do whatever voo-doo is required by itself.
