New browser window has mixed status #709

Not tested on Servlet. Seems to be the same on Firefox and Chrome, but that should be checked

Open a browser (b1)
login
Open another browser window (b2)

b2 shows the login button, but when clicked says "login is not a valid page"
changing Locale in b1, also changes Locale in b2 (and vice versa)
b2 shows private pages

Looks as though this is part of the user session but some of the UI has not updated
