Doesn't work #1

I tried all of these version with a STM32F103C8T6 (Blue Pill ) board. None of them works. Could you please let me know what I am doing wrong? Did you try this file on any board? thanks.

After bootloader flashing you have to use an old ST-Link Upgrade Utility v2.4.12: ST-LinkUpgrade.zip.

And you will see: this window.
