- added github action for CI

• fix compilation issues
• fixed release build
• better prepare for x64 and arm64 builds

@Krazal Typically compiled binaries are stored at https://github.com/notepad-plus-plus/notepad-plus-plus/releases/tag/v8.4.9. The github CI action could be extended by https://github.com/softprops/action-gh-release to automatically create releases from the GH build system on tagging.
