When testing for a Formation Round, need to determine how many shares will be Folded into the CGR. If more than 20 Shares,, the CGR will include a 2nd round of issue so each of the 20 CGR Shares will be 5% each (President will be 2 Shares for a total of 10%). Note the count is the Shares owned by players, and in the Open Market. Shares in the IPO (Unsold Shares of folding companies) are NOT exchanged for CGR.
For the First Issue, if less than 20 Shares are exchanged, the balance of CGR Shares up to 10 Total (10% each) are added to the IPO. If a 2nd Issue, but less than 20, the excess at 5% are added to the IPO.
Formation testing completed
If every Share Company pays back all outstanding loans, then the CGR is NOT formed, and the Formation Round ends. Test if the Will Fold status is set for any company, if not - DONE.
