Add the File Menu when the Game Engine is shown #243

Currently the File Menu is not shown, unless the Round Frame is the currently selected Frame. Show this when the Game Engine Frame is shown, with at least the User Preferences Menu Item is show. If a Game is not currently active, allow for the Round Frame to be reset for all games that have a configuration item.
