On the Force Buy Train Frame, the actions are shown at the bottom of the Frame, not the best location #245

When displaying the Force Buy Train, and the player has several different shares of Stock, the frame becomes very tall, and may present the Action Buttons (like SELL) beneath where the Stock Certs. Rearrange to have the Action Buttons above the Portfolio (Certificates) are shown to make easier to find.
