For 1856, should the CGR be allowed to utilize the Force Buy Train to buy a train? #247

For 1856, the rules allow the CGR To Borrow a train. However the rules are unclear as to whether it is allowed to "Force Buy" a train, making up the difference from the President's hand, or is never allowed?

Need to get clarification from online resources, or from Bill Dixon directly through the 18xx Forum.
