Force Buy Train not shown if a company does not have a Route, and does not have enough cash to buy cheapest Train #249

For a Company starting up, and does not have the 'Must Buy Train' Flag set, and does not have enough to buy the Cheapest Train, and does not have a route, the Force Buy Train Button is not shown, and the Buy Train Button is disabled. ---

Probably update to show and enable the Force Buy Train Button is there is not enough cash, until the functionality to test if any available route is possible.
