Lerp for spectators #39

As spectators are limited with their tickrate to 30tr and we have now plugin setting lerp of all joining players to 0, most spectators can observe laggy zombies. We should modify behavior of one of the plugins to either

  1. set spectator lerp to 100ms or
  2. set spectator tickrate to 108
