Maybe you can use Flickr/Picasa storage for the upload feature.

New idea/feature: Upload photo form. Link available "Submit photo" which allows uploading a photo in a specific folder.
With this function available, the gallery can be used as a "photo contest" script: participants submitting photos, visitors give rating, each folder a contest, photos sorted by rating.
