[fallback node]: create a second input stream with 2x window size for multisink query only #15

For retrospective matching of the non-partitioning inputs of the fallback node with the partitioning event inputs from the non-fallback nodes on switch.

Unclear: how to create a flink stream at runtime (not intended by design in Flink). Or have it run in parallel and activate CEP on it on drift detection?
