Follow ESSL varying packing rules exactly #567

Our packing rules for varyings do not follow the ESSL spec exactly, causing us 
to use too many registers in some cases.

Implement the packing rules specified in the ESSL spec.

Closing this, determined that it was possible to fix properly from D3D.
