Restoration quest does not advance/end #5

The quest to restore the lich's phylactery and regain its former power/form never advances, and never completes.

This quest now completes when the Ritual of Defilation is used on a repaired phylactery, but it still doesn't advance when the phylactery is repaired.

Adding a script modeled after that created for #3 should solve this with ease.

Script for this one is in some ways simpler (fewer items to track: 1 versus 4), and in some ways more complex (advances the quest stage -- which honestly isn't much complexity, just one more line), but either way it's done, save for the fact that it does not handle the loss of either the damaged or repaired phylactery (see #23).
