Add priority build order #372

Allow to set building of certain house to top priority, so that any available builders would rush to it and build it first before anything else (that they can postpone).

Also can we have that they build the building that was planned first (with same building type). I see this behaviour that Porter rationalize the material and if you have say 6 Wood and 2 building need 4 each then they distribute it 3 each rather than making one build complete. They should put material on prepared plan in order of placement always.
