Error in Sublime 4 console UnicodeDecodeError #29

I'm getting this error in my Sublime Text 4 console on startup and whenever I try to enable ColorHighlight: UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 207. It might have something to do with the beta version of Package Control I had to install. See https://github.com/wbond/package_control/issues/1612#issuecomment-1636034709. Of course, ColorHighlight doesn't do anything at all in my editor.

I realize this package hasn't been worked on in 5 years right now, I just figured someone else might also find this helpful. I'm now trying out ColorHelper to see if it gives me what I'm looking for.

Hi did you get anywhere with color highlighting in Sublime Text 4?

Good question. I followed the instructions in this comment in the issue I linked to above.
