Consists of:

allowing more than one use of ... in a function call
allowing ... to take maps as well
creating an argument list type to hold the arguments (which we could stand to have anyway) but which otherwise acts like a list (I think?)
implementing keywords($arglist)

keywords exists now, although the arguments are in nondeterministic order.
