Persistant forecasts/city lists #26

I am going to make the city lists static, updating them every 6 months with new 
XML files from Environment Canada - downloading the list of cities every time 
is a waste of time and bandwidth.

Also, current the main app fetches a new forecast each time it is opened - this 
is fine, however, I want to have it have a cached copy of the last forecast so 
it still shows the last update if you have no data connection (say, if you are 
on the metro or something.

City lists are now static in 0.9.5.4.
