Currently, if you load a local user that does not exist on the target machine you will get an error and then be prompted to try again with the /lac switch.
This will allow the account creation on the second attempt.
However, if you know beforehand there are accounts that need to be created on the target machine you should be able to select the /lac switch from the first run.
