[Bug]: V85: Ribbon in Designer is forced to have a height of **0**

Turns out, this can be solved with the latest V85 by Just "Rejigging" the layout in the designer. Steps:

• Open Form
• Select panel
• Fill to bottom (Just to make it easier to see what's going on!)
• In the Document view change the order of the ribbon and Panel
• Restore the order (Panel first)
• Close the designer
• Reopen the designer
• Restore the Panel docking to "Fill"
