[Bug]: Office2013 themes fail with "Office2013 is not a valid values for PaletteMode" in Palette Designer #36

The themes in the Office2013 folder (and a number of other themes in the Other folder, e.g. Cobalt Blue 2013.xml) throw an exception with message "Office2013 is not a valid value for PaletteMode." when they are loaded in the Palette Designer.

I have tested this in the Canary and Alpha branches.
