Summary

Changes are as follows

Reimplemented the populate command, now named migrate. The reimplemented version has 50% fewer lines of code.
Some minor changes in edit command to take advantage of Dpy 2.x's implementation.
Minor change in preprocessing method of PersistentView Class to account for no data of a particular edit in the database
Renamed the key No Vote to Not Voted Yet of dict colour in config
