Can't vote on edits if edits are disabled #51

Describe the bug Disabling the edits for a chapter also disables the voting.

To Reproduce Steps to reproduce the behaviour:

  1. Disable the edits for any chapter
  2. Try to vote on any edits for that chapter
  3. See the error

Expected behaviour The voting process shouldn't been affected.

Additional context This problem is happening because disabling the edits removes the chapter>channel entry in the config file.
