WHAT Migrating the multi DNS provider proposal to this repository and updating in accordance to the recommended template

Do we think there is any value in migrating an old proposal like this? Adding the DNSPolicy and TLSPolicy seems worthwhile here, but not sure about this one. Maybe better just archived where it is, and add an architecture doc here for DNS? I think that is something that is intended to be in this repo anyway?
