Add a step within the GitHub Actions for releases to ensure the correct version is stated when running kuadrantctl version

As it currently stands, it is a manual task to change the kuadrantctl version to that of the release tag when making a release.

• Add a step in the deployment of releases in GitHub Actions to change the version to the tag name along with commit hash in version/version.go before building the binary.
