Update ManagedAddion to use Kuadrant operator configured only to reconcile Auth and RLP #773

What

Once we have support for reconciling policies dependant on environment https://github.com/Kuadrant/kuadrant-operator/issues/398 and TLS and DNS Policy in the Kuadrant Operator, we can switch over the installation into the spoke via the managed addon to be configured to update the status of DNS and TLS policy and reconcile only Auth and RLP policy
