OH3 Migration #6

Changeset:

OH3 migration (search'n'replace + minor changes)
replaced jmbus lib by the orginal source, upgraded from v3.1.1 to v3.3.0 plus the extension for the access to the RAW frame
tookover jrxtx from smartmeter binding (serial port native parts segfault problem seems to be gone)
changed default of includeBridgeUID to true (required for OH3)

Pre-Compiled binding:

org.openhab.binding.wmbus-3.1.0-SNAPSHOT-20210307.zip using jmbus v3.1.1
org.openhab.binding.wmbus-3.1.0-SNAPSHOT-20210309.zip using jmbus v3.3.0
tested using OH3.0.1
using Amber Wireless AMB8465-M
