We reject this bug report as this was actually intended. We mentioned in the UG as shown below. The group number solely serves as a unique identifier for the different groups. We also wanted to use the numbers of the groups that have been deleted. For example, if group 1 is deleted. If we create a new group, the group number '1' will be used so that all numbers are used.

When this is the original groups in the list
After I enter the command:
create t/08
Expected: the new group should be at the end of the list (should not be group 1)
Actual: the new group appear at the start of the list
I'm not sure whether your group intend to align the index with the group number.
However, I feel that user might be confused since sometimes the index does not align with group number (like the first picture I attach)
