Migrate docker builds to noetic #50

From Slack:

[ ] There are some small changes one needs to make to the arl stack but only a few lines to some python script.
[ ] Some rosflight script uses python2 exception and print syntax.
[ ] Some external repo like warthog and husky need to be cloned manually.

Yes, I am on this but a little busy atm. I did migrate base already.

Addressed in #121
