Due to the contents of the MON-VER message's FWVER field not containing REF for the ZED-F9P, it did not have access to the hpg_ref_product interface. This pull request also creates a version of hpg_ref_product that uses CfgVALSET which was necessary to get the F9 receiver to accept the configuration.
