Add tutorial on NumPy library #11

You are required to add a python program containing examples on how to work with NumPy library.

Make sure to follow folder hierarchy and comment the code so beginners can understand as well. Also, add a numpy.md file in same folder (/Python/numpy/) containing a summary about the same in python.
