Add a tutorial for Pandas library #12

You are required to add a python program containing examples on how to work with Pandas library.

Make sure to follow folder hierarchy and comment the code so beginners can understand as well. Also, add a pandas.md file in same folder (/Python/pandas/) containing a summary about the same in python.
