Add a tutorial on Matplotlib library #13

You are required to add a python program containing examples on how to work with Matplotlib library.

Make sure to follow folder hierarchy and comment the code so beginners can understand as well. Also, add a Matplotlib.md file in same folder (/Python/matplotlib/) containing a summary about the same in python.
