Allow Guests to Post/Write: Images in pending messages get no message ID #8386

To Reproduce

Allow in a category write permissions for public/guests
Allow Guests to Post/Write in the configurration
Choose Moderate Guests = Yes
Allow image upload for Everybody
Add as Guest an image in a message
Check as moderator this messsage for approve

Actual result Insterad of the image shows "You do not have permissions to access this page"

Additional context This problem only occurs for guest messages, when Moderate Guests is enabled. If you moderate new users, it works.

Php version: 7.4.19
