Caret doesn't show for drop down menus #9677

Describe the bug The caret has a size of 0x0 which won't work

To Reproduce Steps to reproduce the behavior: look and hover over action menu

Expected behavior follows BS styling

Actual result solid background color

Additional context Add any other context about the problem here. all css styling I've attempted has failed.
