Preventing new users from pasting URLs and images into their messages or profile also affects admins and mods

To Reproduce Configuration -> Security -> Select:

1. Prevent that new users are able to add url and image in his messages or profile = Yes
2. Set the number minimum of user posts to able to add url and image = Choose a higher number than the admin or mod currently has posts
3. Create a new topic or answer

Actual result Admin and Mods cannot insert images into messages

Additional context This only applies to images because the ‘Add Files’ option is not available. URLs can be inserted.
