[B] Implement Default Cost Matrix & Flags for Each Role (PARENT TICKET)

• each creep should have a default costMatrix, and default arguments for the cost matrix
• Voyager will consider arguments passed to VoyageTo before Creep Defaults, and then fall back to Voyager defaults if neither are specified.
