Add `fos/http-cache-bundle` v2.0 to the cms skeleton #2

To have a full working skeleton the fos/http-cache-bundle v2.0 should be added to the cms-skeleton as soon as https://github.com/FriendsOfSymfony/FOSHttpCache/pull/442/files is merged and a new release is tagged.
