change vcf header for AS_ info annotations. #86

INFO ID 'AS_BaseQRankSum' (Number=A) should have 1 value(s) but receives 2, please consider revising it to 'Number=.'.

fails validation in one of statgen's pipelines. might fail in other tools.

this should be the same in other pipelines, but was only seen as an issue from the hg19 hard filter output. should compare cmg pipeline output to this and see if they are the same or not.

closing, i haven't heard about this issue in almost a year...so i'm guessing it's not that important
