this has been way too frustrating to deal with. i'm pretty sure that it is only used as a "convenience" function to generate input into the picard programs which I can create from the cidr sample sheet alone. hence fgbio is no longer providing me any convenience. need to double check to be sure, but i'm pretty sure i'm right. files to create are library_params.txt and barcode_params.txt
