generate qc report when lab prep report is empty #101

for some reason, there are times when the lab report doesn't generate for samples. like rnd experiments. this breaks the join between this report and the sequencing pipeline metrics and and empty qc report gets generated. need to find a way around this.

this is already done. it's in the temp folder.
