why is the order of CREATE_FAMILY_ARRAY and build hold flipped #13

between the scatter of genotype gvcfs vs the gather of genotype gvcfs...might not be functionally important but I didn't see a good reason for it at first glance.

not looking into or thinking about this more. as a standard, i create the array first before building the hold id.
