background image fil up whole back

What steps will reproduce the problem?
1. I upload background image to the choosing theme
2. I select either of the repeat options.
3.but the background is not filling the whole screen so there is a white bar at 
bottom.

What version of the ... are you using?
1. Wordpress:3.5.1
2. Constructor:1.6.5
3. PHP:5.3.20
4. Browser: safari,explorer 8, firefox, chrome
5. OS: windows 7, mac osx
