Need to create the default site-wide chatroom. Otherwise presence doesnt work for a new network (or after we run builddb).

Also, chat module says Loading... when there are no messages. Possibly should hide the module if no messages, or just leave empty?

Fixed with changes to add dummy chat messages for new/rebuilt network(s)
