Python dependency cannot be installed

if you ever decide to use on cloud on massed compute A6000 GPU - 48 GB VRAM - 31 cents per hour and i have a tutorial

sadly nvidia CUDA monopoly is ruling open source AI libraries at the moment not related to authors of LivePortrait
